Washington tries to impose stability in Libya with dubious 10-year strategy
After 12 years have passed since the spread of militias,
terrorism and weapons inside Libya, and the failure to end the internal
conflict by reaching presidential and parliamentary elections to stabilize the
internal situation, the United States has announced a new strategy for Libya in
an attempt to defuse the conflict and impose stability in the country over a
period of 10 years. Observers have confirmed that the new strategy represents a
new black decade in various forms that they are preparing for without any
doubt.
Decade in Libya
According to a statement issued by the US State Department,
the United States announced a new strategy in Libya that extends for the next
ten years. It said it is an attempt to defuse the conflict and impose stability
in Libya and other African countries.
According to Secretary of State Antony Blinken, the United
States will implement, together with its partners, the ten-year strategy to
prevent conflicts and promote stability within Libya, noting that his country
will work with partner governments and civil society to build resilience in
several African countries, most notably Libya.
Not new
Washington will work over the next ten years to try to end
the raging conflict in Libya and rehabilitate the interior for the future, which
US Special Envoy for Libya Richard Norland considered a sustainable American
commitment to overcome that difficult stage in Libya, although this US strategy
is not new.
In a series of tweets by Norland, he confirmed that the
United States is working for Libyan reconciliation and reunification under an
elected government responsible to the masses of Libyans.
Libyan welcome
On the other hand, the Ihya Libya bloc welcomed Washington’s
ten-year strategy, as Aref Nayed, head of the bloc, confirmed in a letter
addressed to the American envoy that the bloc encourages the commitment of the
United States to assist the Libyans in their continuous struggle for a more
peaceful future and to reach the Libyan presidential and parliamentary
elections this year in full support of the initiative by UN Envoy Abdoulaye
Bathily.
On the other hand, observers consider that this strategy
will not go beyond all parties sitting at the negotiating table to create
unified political bodies. Mohamed Qashout, a researcher on Libyan affairs,
confirmed that the US announcement of a new 10-year strategy to support the
Libyans represents that they are preparing for a new black decade in various
forms, without any doubt, as the militias do not accept peace since the state
of chaos raging inside Libya serves the interests of those militias, and their
leaders have no control over their affairs except what the foreign operators
dictate to them.
Introductions and conclusions
Qashout explained in statements to the Reference that
Bathily did not succeed in mediation efforts, but the only bright side is that
the armed forces have always taken the initiative and extended their hands.
However, this time is the matter of Washington, which intensified its visits
and instructions, starting with the visit of the CIA director and then the US
envoy to Libya, to the assistance of the US Secretary of State, until its
pressures culminated in bringing together the dissenters.
Qashout confirmed that the interest of the Libyans is in
their access to the elections, and anything other than this is just a deception
of the mind of the Libyan citizen, while the United States is not acting out of
love of Libya, but out of spite of Russia, and Libya is nothing but a tool for
it in this regard. He pointed out that Washington either wants to form a joint
force between the army and the militias to go to the south to search for the
Russian forces that it claims to be there, or it wants to move towards fake
elections that would result in a loyal president who they would later use to
confront Russia. In the end, the goal is one, even if the methods differ, he
said, explaining that there is no objection to the Libyans meeting and
reconciling with each other and distancing themselves from the specter of war,
disagreement and enmity.
