On November 24, 2019, the publisher of the news channel, NASHIR News, which broadcasts all the news of the Islamic State (IS), stopped the application of Telegram for social networking, and after about a week of stoppage, Al-Nabaa newspaper published its editorial with an article entitled “Victors in Media War” to cover up the recent fall of its propaganda machine.
Prior to that date, ISIS had expanded since 2014 in the media space before expanding on the ground, controlling large swathes of Syria and Iraq, declaring the establishment of a spatial caliphate.
The first leaders of the organization realized the importance of the media role.
Al-Muhajir, a former minister of war and deputy prince of the Islamic State of Iraq (ISIS), was killed along with the group's leader, Abu Omar al-Baghdadi, in late April of the same year. Individuals and supporters of the terrorist organization,
later turn these words into a comprehensive action plan for ISIS.
The battle will not subside
In short, Abu Hamza al-Muhajir stressed that "the media battle will not be subsided," and these words were only another practical application of the slogan «lingering» raised by the organization since its decline and defeat in Iraqi cities in 2008.
If the battle continues, it must continue to fuel its fire. Just as the enemies of the organization have media channels that broadcast their ideas, the organization must also have its own institutions, so the immigrant is placed in the terrorist media space.
The publication of Al-Muhajir's message after his murder was nothing but confirmation from the organization that it continues to follow its directives and work to implement its plans to build inflammatory media institutions, especially as the plan was comprehensive from the viewpoint of Dr. Wael Al-Fayyad or Abu Muhammad Al-Furqan of the Islamic State of Iraq and then ISIS.
Al-Muhajir's recipe relied on spreading media horror by showing the power of the terrorist organization, broadcasting scenes of fighting and terrorist operations, as well as spreading propaganda aimed at showing Western armies and the fighting states of the organization with weakness and failure.
The plan included the publication of information sessions and the preparation of technical bulletins periodically for the benefit of the leaders of the terrorist organization, as well as the preparation of forums that do not belong to the terrorist organization ostensibly but interested in the promotion and indirect recruitment of individuals, in addition to forums that explicitly support the organization.
Several years later, in 2014, the Muhajir Plan began to bear fruit, and ISIS established the Central Media Bureau, which oversaw the propaganda machine of the terrorist organization.
Solid determination: campaign to dismantle Daesh media
With the beginning of the international coalition operations against ISIS, known as the "solid determination", the fighting forces began targeting the media points that were the terrorist organization, in addition to tracking and targeting the effective leaders in ISIS media.
Solid Resistance forces succeeded in assassinating Abu Muhammad al-Furqan and his first assistant, Abu Maysara al-Shami, in 2016, leaving foreign-language ISIS magazines to cease, even though ISIS's propaganda machine continued to operate normally.
Less than two years later, ISIS media began, especially during the siege of ISIS in the villages of Hajin and al-Baghouz.
ISIS media after Baghdadi was killed
While ISIS was attempting to repair the rift in its propaganda machine, it was deeply shocked by the killing of its leader Abu Bakr al-Baghdadi in late October 2019.
During the two days following the killing of al-Baghdadi, the channels of the terrorist organization continued to apply Telegram to spread the news of terrorist operations without mentioning the death of the leader of ISIS.
Since that announcement, the IS media has pursued a slightly different strategy from its previous one, focusing on spreading images of the allegiance of al-Hashemi performed by members of the terrorist organization in several countries and regions.
According to a report by the National Security Today, a US newspaper dealing with terrorism, ISIS media has focused on inciting unilateral wolves and unconventional terrorist operations since the death of its leader, Abu Bakr al-Baghdadi.
Several pro-IS media organizations have published designs calling for air balloon attacks, forest fires, gas stations, and other areas.
