Sunday morning, the president of COP27, Egypt’s Sameh Shoukry, convened the final gathering of two weeks of climate talks.

He said the deal before delegates represents “the highest ambition that can be reached at this time.” And he urged attendees to consider the agreement “a gateway” to more substantive, far-reaching actions that must take place over time.

He said the wide-ranging document that negotiators have haggled over for days is “our collective message to the world,” one that makes clear that countries continue to embrace the ideals set out by the 2015 Paris climate accord — even if its promise remains unfulfilled, and the actions needed to actually halt Earth’s warming have come slowly and fitfully.
