Russia.. who to pay Taliban dowry?

Amid fears of peace negotiations expected between the Afghan
Taliban and Washington, the Afghan "Taloua" channel on Wednesday
(September 12th) reported unnamed sources indicating preparations within the
movement to send a delegation of three or four people to negotiate with US
officials on prospects for peace in the country. Which has been under constant
fighting for 17 years.
The channel said that the leaders of the movement met to
determine the issues to be discussed with the Americans, during the
negotiations to be held in the coming days, the most prominent subject is the
release of the detainees of the movement and exchanged them with other
detainees.
General John Nicholson, commander of NATO forces in Afghanistan
in mid-July, said that the United States is ready to engage in direct
negotiations with the Taliban. And that it will play a key role in ending the
war, speaking of full readiness to discuss the role of international forces
with the movement, and to seize an unprecedented opportunity to reach peace.
On September 4, 2018, the United States announced the
appointment of its former ambassador to Afghanistan, Zalmay Khalilzad, as an
adviser to the Afghan Ministry of Foreign Affairs, in a move that reflects the
seriousness of communication with the movement to end the fighting.
The attribution of this file to him is an evidence that
Washington wants to deal directly with the Pashtuns. And to abandon the policy
of dependence on the minority group, which proved that it was ineffective
during the past period, but was responsible for deepening the crisis by
marginalizing the tribes that represent the majority of the population.
Washington is trying to reform its policies in Afghanistan
after the entry of new parties to the scene and try to invest the crisis under
the pretext of working to establish peace. Moscow has organized peace talks
called for by the United States and a number of neighboring countries such as
China and Pakistan.
The Taliban leadership agreed to attend, raising the
concerns of the US administration, which rejected the invitation quickly pushed
the Afghan government to stop the matter.
For his part, Ambassador Jamal Bayoumi, the former assistant
secretary of state, is not optimistic about the usefulness of the talks. Noting
that it is unlikely under the administration of US President Donald Trump, to
reach a peace agreement and give up his influence in Afghanistan so easily.
As it follows a policy aimed at obtaining the greatest gains
from international crises. Other countries are penalized for the cost of
American interventions around the world. Reconciliation is a complex process,
given the overlap of ethnic and tribal complexities with political problems,
which makes it necessary to make internal reconciliations first before talking
about External Parties.
He added to El-Marga'a that the reason for the US refusal to
intervene in Moscow that the latter is aimed at the supposed sponsorship of the
peace talks to gain some influence in the new Afghanistan. And play a role in
the Afghan arena in the future, which is of concern to politicians in
Washington.
