Turkey using ISIS in destabilizing eastern Syria

Terrorism is popping again in the eastern Syrian city of Deir ez-Zur, but this time it targets the tribes of the city. 
Terrorist groups apparently have a plan to sow the seeds of discord between the tribes of Deir ez-Zur and its Kurdish residents. 
Early indicators point to a role in this terrorism by Turkey and the terrorist organizations allied to it, including the Islamic State of Iraq and Syria (ISIS). 
This terrorist group has launched a series of assassinations of the chieftains of the tribes of Deir ez-Zur. 
The residents of Deir ez-Zur came out recently to protest the assassination of the chieftain of al-Bakara tribe, Ali Alwies, and the chieftain of al-Akidat tribe, Mutshar al-Hafl by unknown assailants. They called for identifying the killers. 
The assassination of the two tribal leaders came as security conditions worsened in the city, especially in areas controlled by the Kurdish troops, widely known as QSD.
The London-based Syrian Observatory for Human Rights referred recently to a new policy by ISIS in the city, one that is based on the assassination of tribal leaders in it. 
Gunmen opened yesterday their fire on a car of the leaders of Akidat tribe, the observatory said.
The attack left the driver of the car dead, along with one of the tribal leaders. 
Another leader was also injured, the observatory said.
The observatory also documented the killing of civilians, especially those working in the oil sector. 
It referred to the recent killing of four of these people, which raises the number of civil servants killed in eastern Syria to 551. 
QSD police said it has nothing to do with the aforementioned assassinations or the killing of civilian workers. 
It accused ISIS cells of carrying out these assassinations.
